Frank Welker (born March 12, 1946) is an American actor, but mostly does and specializes in voice acting. He performs the sounds of Frank in Cars, the Screamin' Banshee in Mater and the Ghostlight, and Dr. Frankenwagon's Monster in Monster Truck Mater.

Outside of Cars, he performs the sounds of Thumper, Thud, the Bird, and the Chicks in A Bug's Life, Bullseye in Toy Story 2 and Toy Story 3, Buster in Toy Story (only heard at the end), Toy Story 2 and Toy Story 3, Ted Pauley in Monsters, Inc., Kevin's Babies in Up, and the Monkey and Feathers in Toy Story 3 (however, he is uncredited in all media).

He also voiced the Grubs and Brain Pods in Buzz Lightyear of Star Command: The Adventure Begins and Buzz Lightyear of Star Command.

Welker is most famous for voicing two characters in the Scooby-Doo series: Fred Jones in every Scooby-Doo production ever since his first appearance in 1969 on Scooby-Doo, Where Are You!, and starting with What's New, Scooby-Doo? in 2002, Scooby-Doo, succeeding the role from Scott Innes, and has performed him in every production since (excluding the two theatrical films). He is known as well for voicing Megatron and Soundwave (Among other Transformers) in The Transformers original cartoon. He also voiced The Shadow and Oswald the Lucky Rabbit in Disney's Epic Mickey, a video game for Wii, released near the end of 2010.
